The Overall Objective of the Programme ‘Promotion of Inclusive and Sustainable Growth in the Agricultural Sector: Fisheries and Livestock’ is to contribute significantly to the achievement of the NSDP strategic goals for the agriculture sector, while ensuring that the growth in this sector is achieved in an equitable, inclusive, environmentally responsible and sustainable way for the benefit of the entire rural population of Cambodia.

The Purpose of the Livestock Component of the programme is to trigger sustainable and inclusive socio-economic growth in the livestock sub-sector, through adequate support by Government, civil society and development partners in line with Programme-Based Approach principles.

This OPE1 follows the Start-Up Programme Estimate (SUPE, 17 February to 16 August 2014) and will run from 17 August 2014 to 31 December 2015. During this Programme Estimate most of the activities as indicated in the Financing Agreement (FA) will be initiated without necessarily achieving the expected results within the term of this OPE1.


The expected results for OPE1 are:

Reinforcement of livestock-related systems and institutions 92%

Strengthening of the Village Animal Health Workers (VAHW) system74%

Direct support to smallholder animal production85%


Result 1 will support capacity building of GDAHP and OAHP. Management and implementation capacities of government staff will be strengthened through a semi-formal training programme and participation in relevant regional events, and by improving management infrastructure. Strategic planning capacity will be supported through a series of national workshops which should lead to the finalisation of the 10-year Livestock Strategic Planning Framework. Veterinary services will be strengthened through an OIE Performance of Veterinary Services (PVS) exercise and follow-up national workshops, and support will be given to the development of the national curriculum for animal health and production. The national animal disease control programme will be supported by improving animal disease reporting from the provinces, developing strategies for control of priority livestock diseases, and strengthening veterinary public health by improving standards for slaughterhouses and developing livestock identification.

Result 2 will improve animal disease monitoring and control through VAHW training and refresher training, support of field activities and income generation activities of VAHW, and the support and establishment of VAHW associations. During OPE1 these activities will be initiated in 8 selected provinces. The result will also support the establishment of guidelines for professional conduct of VAHWs, within the context of a veterinary association and, eventually, a veterinary statutory body.

Result 3 aims to improve animal husbandry practices through capacity building of farmers in AHP and breeding, improvement of breeding stocks, animal revolving stock programme and improvement of the marketing system. The programme will provide support to artificial insemination in swine and cattle and improve techniques in feed and fodder production and feed quality analysis, in line with GDAHP draft strategies for livestock sector development. An animal revolving stock programme will be initiated as well as initiatives to improve the livestock marketing system, with a view of developing a viable commercial livestock sector.

Result 2 and 3, above, will include a Call for Proposals (CfP) that will invite civil society agencies to submit proposals for grants. Contracts will be awarded to successful applicants. The global objective of these grants is to support the emergence of strong civil society partners in the sector. Activities to be implemented under grants are those that are most directly aimed at private sector development, namely the VAHW system and smallholder animal production with a view to developing into a viable commercial livestock sector.

This OPE1 will commit 56% of the total budget of the Livestock Component (40%, 45% and 100% of the budget for operations, contracts and grants, respectively). This OPE1 will be managed by the Imprest Administrator (IA) and the Imprest Accounting Officer (IAO).
